Assistant Manager Parking Systems - Impound Lot/Towing (Minneapolis, US)

Lead and oversee the daily operations and staff of the assigned municipal parking system business unit, direct and perform analysis and reporting of utilization and financial data, and manage all third-party contractual relationships. There are three (3) parking business units: Off-Street Parking, On-Street Parking and Impound Lot/Towing and they work as a collaborative team led by the Parking Systems Manager.

Job Duties and Responsibilities

  • Establish, implement, and monitor policies and procedures for day to day operations.
  • Provide oversight over all service contractors to ensure contract compliance.
  • Recruit, hire, train, discipline, make termination recommendations, and evaluate employee performance, workloads, and assignments.
  • Supervise staff in the performance of statistical, financial, and analytical auditing of systems utilization, equipment performance, financial performance, and contractor performance.
  • Design, develop, and implement new programs, technologies and process improvements for ease of customer use and cost efficiency.
  • Manage customer issues and concerns.
  • Respond to inquiries, requests and concerns from the public, elected officials and other City staff.
  • Coordinate, monitor and assist in producing annual budget using utilization information and forecasting models.
  • Act as liaison between the Division, City Departments, other governmental entities and stakeholders.
  • Innovation and knowledge to produce action plans, programs and projects necessary to stay current with industry trends, technology and customer needs.
  • Perform other related duties as assigned.

Required Qualifications

Minimum Qualifications

Bachelor's Degree in Civil Engineering, Accounting, Business Administration, Public Administration or a related field or equivalent

Minimum Experience

Five (5) years of relevant professional experience with supervisory or management experience


An equivalent combination of education and experience may be considered


Must possess, and continue to maintain a valid Driver's License

Background Check

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants who do not sign the informed consent form will not be considered further for the position

Drug&Alcohol Testing

All job applicants must pass a pre-employment drug and alcohol test once a conditional job offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so; and, the City will withdraw the conditional job offer resulting in the job applicant no longer being considered for the position.

Selection Process

The examination/selection process for this position may consist of a rating of training and experience and/or an oral examination (100%). Since the examination process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application materials, supplemental application (if applicable) and support documentation/materials as is possible. Minimum passing score is 80.00. The Human Resources Department reserves the right to limit the number of persons invited to test or to be invited to successive testing events

Working Conditions

Office with occasional field work. Field work may include exposure to outdoor elements, all types of weather conditions, gases, fumes, chemicals and noise; high traffic areas; exposure to other types of conditions generally found in a construction environment; ability to stand/walk on rough, uneven surfaces; ability to work in confined space areas

  • Strong supervisory and employee engagement skills.
  • Thorough knowledge of operations, revenue collection and control.
  • Strong knowledge of current technology, computer usage, software and applications. • Knowledge of bidding processes and contract management.
  • Excellent oral and written communication skills.
  • Considerable knowledge of finance and fund accounting, financial management systems,
  • budgeting, report preparation.
  • Considerable knowledge of Federal, State and Local laws especially in the subject of operating vehicles, regulating traffic, data practices and data security.
  • Knowledge of department and City principles, policies and practices.
  • Strong decision making, research, problem solving, conflict resolution, negotiation and
  • creative skills.
  • Ability to work under pressure, multi-task, and meet deadlines.
  • Innovation and knowledge to produce action plans, programs and projects necessary to stay current with industry trends, technology and customer needs.
  • Ability to work varying shifts, including weekends and holidays.
  • IPI-CAPP Parking Professional Certification desirable.
